Konstantin Bakulev

PhD on Economics, Director of the Institute of Social and Economic Modernization, economist, political scientist, philosopher, author of the concept of the international network of municipal economies, assistant on several members of Parliament (State Duma) of the Russian Federation (2008 -2016), assistant deputy chairman and advisor to the chairman of the Russian State Committee on Fisheries (2001-2003), in 2003-2006 headed analytical structures under the auspices of leading Russian economists. 
In 2013-2016 years took part in the creation and headed the expert group of the Commission on legislative support of the development of high-tech technologies in the field of strategic information systems of the State Duma Committee on science and high technologies.
